Judith L. Steinberg, MD, MPH, FACP
Former Senior Advisor to the Assistant Secretary for Health, US Department of Health and Human Services
Dr. Judith Steinberg is a primary care internist and infectious disease physician and has served as a health policy official in the US Department of Health and Human Services (HHS). With her primary health care, infectious disease, public health, and health policy expertise, Dr. Steinberg led collaborative efforts across HHS and advanced federal health policy and programs.

She served as a Senior Advisor to the Assistant Secretary for Health and led the HHS Initiative to Strengthen Primary Health Care. Investing more in primary care, using effective payment models, and integrating behavioral health and primary care were key components of the HHS primary care strategy.
​
Prior to this, Dr. Steinberg was the Chief Medical Officer (CMO) of the Bureau of Primary Health Care, in the Health Resources and Services Administration. As CMO, she was the clinical leader of the Health Center Program, our nation’s safety net for primary care. Later, she served as the CMO of the Office of Infectious Disease and HIV/AIDS Policy, in the Office of the Assistant Secretary for Health and guided the implementation of the Ending the HIV Epidemic in the US Initiative. Prior to joining HHS, Dr. Steinberg practiced medicine at community health centers in Boston and safety net hospitals in MA for nearly 30 years. As a faculty member at UMass Medical School, Dr. Steinberg and her team supported Massachusetts health care reform, contributing to the design and implementation of new healthcare delivery and value-based payment models that included advanced primary care.

Dr. Steinberg currently serves on policy and advocacy committees of the American College of Physicians and the Primary Care Collaborative. She is an elected member of the National Integration Academy Council of the Agency for Health Care Research and Quality, and is an associate with Integrated Primary Care Inc. She is a member of the board of directors of Primary Care for All Americans and two global health non-profit organizations.

Dr. Steinberg was an associate professor of medicine, and family medicine and community health at UMass Medical School and an assistant professor of medicine at Boston University School of Medicine. She was a Commonwealth Fund/Harvard University fellow in minority health policy and received a master’s degree in public health from Harvard University. She is an invited Fellow of the American College of Physicians.
